I have a female that is 1 1/2 years and she is still very black on her back. I also had a little girl for almost 11 years and she remained black! Some yorkies don't change and if they do it could take up to 3 years to get there true coat color.

I can't tell you why it doesn't grow, as mine get hair cuts quite often!
