He could still be itching from the fleas, sure, but I also wonder if he's actually itching from the irritation of the Hartz solution since it affected him so strongly. If he has actual red patches on his skin, then I'd be concerned about pyoderma (staph intermedius infection), which must be treated w/ antibiotics.
