Tibbe has been having this at times since he's gotten allergic to his hepatic diet he's on for his MVD. Just wash it off with warm water twice daily, morning and night, allowing the moisture to soften the crusty part and then you can just wipe it off without hurting them. It keeps them from getting hard crust build up if you keep the eyes clean from it and if it's very thick, I would seek out a vet for help to find out what's causing it.
