Puppies growl at a very young age. It normal. My shih Tzu will growl at me when he wants me to play with him but im not paying attention to him. Its not an aggressive growl,just vocalization. Its just how he talks. He is an adult now and there is a big difference between when he is growling when he is mad verses just wanting attention and talking to me.
