How old will your puppy be when you get her? Most of the time the ears will come up on their own. Also the ears can go up and down when the pup is teething. Hopefully the breeder is keeping the ears shaved for now. Also adding 1/4 teaspoon of Knox's Unflavored Gelatin will help bring the ears up.
As for taping ears, there are lots of different methods so I will let others that have done it weigh in on that.
