Tell her to keep repeating her calls and visits to the rescues and shelters, as they have different volunteers and people on duty which often changes frequently and often they don't even know what dogs are there. I've often heard of so much confusion at a given shelter that it would be hilarious if it weren't so serious to the person with the lost dog so tell her to keep calling each shelter morning and evening and taking and emailing or faxing a series of pictures by so they will know all his various looks with long and shorter hair, a topknot in place or without, pictures of his tummy that show his various spots and moles, etc. Pictures of just his ear set and tail set are helpful too if there is a question of any particular dog they might think is he.
Asking the children and old people in the neighborhoods she's looking in will help. They often see everything that goes on and kids notice dogs out and about.
And tell her if she get him back, microchip that baby and keep his ID tag on him at all times, especially when he's outside and never let him outside alone and unobserved. Chances are he might be home now if he had a chip and/or ID tag or both.
