It only means you need to work with her on that part more. Dogs retain some things easier than others and need a great deal of work in some areas where they are weak, just as we do when we're cramming for an exam on any subject. You know a normal dog will often pull when excited or over-anxious so she just needs more work in how to control her impulse to pull for which she'll learn with repetition that she'll get the best reward in the world - your heartfelt praise and a tasty treat. It's especially necessary for therapy dogs to have great impulse control so a little more work and she'll get there. Keep working with her and try again when you can. We're pulling for you both.
