He'll probably burrow up close to a house behind some bushes and things to break the wind or under a porch, things like that. Likely if the weather is really cold and if he's been spotted, someone has picked him up or called Animal Control so they could hopefully track him down and get him off the streets. Yorkies are rarely ignored when out on their own. They are so tiny and cute, people just have to try to help them. It's very possible he's in with someone riding out the weather in the warmth of someone's home or in one of the pound locations within a 3 - 7 mile radius. These tiny guys can't usually travel far w/out help.
