As for a play pen, I bought the Richell Ex-pen with a lid in case he decides he likes jumping out of it. I've also bought some Iris pee pads because I intend to train him to go indoors so he doesn't need to go outside in the snow in winter. It is indeed freezing right now in Toronto!!   I have 6 little guys, 2 Chis, 2 Japanese Chins, 1 Terrier x and Zachary, my Biewer Yorkie.  The 2 oldest will go out OR on washable peepee pads.  The other 4 use only the pads indoors.  
Having them all pad trained has been a life saver for us.  I am disabled and can no longer take them out.  And in bad weather we don't have to worry.  We don't have a fenced yard and even if we did, I would not let them out alone for fear of escape or theft.
