i am not clear if you are you worried about him missing the pad or having it stay in place. Does he drag the pad around or scruff it up with his hind legs, if so maybe we can find some rocks for the corners

However if you are afraid of him only getting it half on the pad, you could buy a roll of rubbery feeling shelf lining paper and cut it larger than the pad, that's what I did when I had a paper trained male. It was easy to wipe clean and protected my wood floor.
