Welcome! I'm not sure why she is looking stringy but she could have a silkier coat which tends to look stringy quicker than the cottony coats.
As for her eyes, sometimes at that age the hair starts to grow into the eyes. You can try wetting it down until it's long enough to lay down on it's own. I have heard distilled water helps but not sure if it does. What are you feeding her now? I know when I switched to a grain free food the tearing was less.
On the LP I have one that has grade 4 in both and so far at the age of 8 1/2 it hasn't bothered her. Then I have another who at age 4 had to have surgery on her grade 3. I would try and limit her jumping as much as possible. The surgeon should be able to advise you as to whether surgery is needed or if you can hold off and see how she does. Good luck
