The vet said at least a month but again dealing with language translation issues so hoping for second opinions if anyone else out there waited until after first heat or had something happen like this.

It usually best to wait at least 6 weeks after the heat cycle is over to have the spay. This way you know that all the blood vessels that were swollen have gone back to normal.
As for the barking this can happen. Just make sure she is not around any unaltered dog's. Also make sure there no way she can possibly get outside.
