Default Puppy spills over her water when she is alone!

I have a sturdy stainless steel bowl for my 10 week old yorkie and there is no way she can tip over the bowl.. But somehow everything gets spilled! She usually does this either in the morning or if I leave the house for short periods of time. The water then ends up in her kibble as well and her pen just becomes a mess. I'm worried that if I'm not home all of her food and water will get spilled.. Leaving her with nothing Do your puppies do this.. And is there a way to stop it? I'm not exactly sure how the spills happen but I have a camera for when I leave and she sometimes jumps around the walls of the pen trying to get out.. so I'm assuming she could be stepping in the water. Advice on how to train her out of this?
