I have no idea what you would be allergic to if he hasn't been outside...dust? Or maybe the grooming product(s)? Coat Handler is an excellent product, but maybe try something else? Maybe you're allergic to something in the Coat handler. I had a customer say she was allergic to aloe & needed a shampoo w/out aloe.
If not pollen and dust, it could be saliva and/or urine.

I think it'd be a good idea to check the ingredients on all the products being used for the pup. Food, shampoo, conditioner, etc.. Process of elimination. At least you'll know what's NOT causing your allergies.
