What do you reward her with? Pick something she really really likes some cooked liver or something meaty that she doesn't get often and use it ONLY for when she does potty where she's supposed to. Only give her it once she goes where you want her to go, if it's something really tasty that she gets every time she pees in the right spot she won't be all whatever about it, she'll look forward to it. I noticed with my girl, she only responds to certain treats like cheese, liver, turkey meat and things like that but for obedience/command training I use normal doggy treats so she knows that the super tasty good stuff is only for when she's a really good girl at potty time!
What you could try, is this; get the treat ready and have her at the potty pad...you said she pees when you pick her up, hold her under belly and lift her up and sit her down quickly on the pad and keep repeating until she goes on it and when she does give her the treat. If that doesn't work set up a small playpen with just enough room for a bed and a pee pad, or pee pad holder tray and stick her in there. Watch her in there, everytime she goes on the pad go over and give her a treat and praise her and don't let her out until she's done it. Keep the side door of the pen open when you do let her out so she can find her way back to it and use it again.
Has she always been difficult like this or is this something that is just started?
