My Rory grabs paper and runs away with it, ever so happy. lol It's her favorite thing to chew on. I don't know if it's bad for her or not, but I've assumed it is, and I take it away. Paper, plastic, cardboard... I'm sure none of those will be good for a puppy. My kids leave things around, so I have to watch Rory carefully and take anything away that she grabs. She gets huffy with me, but I'd rather have her huffy than sick!
