Velcro can be a pain with long Yorkie coats. Putting a lightweight tshirt on underneath jackets helps. Side and top closures are easier. We don't have problems with dresses. Teddy won't wear them for me.
Basically I do what Rhonda does. Tuck the hair up while I use my other hand to close the velcro.
