Its hard to tell with it from the side but from what I can see she does. My yorkie is 17 pounds and has floppy ears. Some dogs ears are just to big to stand or have to be trained by taping to stand and I didn't know about that when Callie was a puppy but I wouldn't do that to her anyway. Tell people its none of there business and just ignore them. Back when yorkies where raters they where around 20 pounds.
