Why don't you have the vet release those records to the breeders vet, often it is a touch of a button or a fax..mail? There really are easier ways of doing this and due to the totality of the circumstances involved I would at this point make this urgent and get this done asap, Max's health and future need to be resolved...never mind all the human delays and bickering.
