When you went to look at the puppies, you state, you were able to see the parents. You picked this puppy after spending much time with him and seeing the parents.
This is what I am questioning. Was the vet clued in to the possibility of the lacrimal duct aplasia at the initial visit? If not, was there any reasonable expectation that the vet who saw the pup prior to him being released to the new home should have suspected? Probably not because aplasia is not the first thing that comes to mind when you have a pup with goopy eyes. If neither vet had reason to suspect it at the time, than its not reasonable to expect that the breeder should have been aware of it and knowingly sold a dog with this condition.

From reading here, it seems that the OP had questions about parentage prior to picking up the puppy. If that was the case, why on earth would you go through with the sale until you were completely satisfied with the resolution?

It does seem there is more to the story. As with every conflict, there is the OP's side, the breeder's side and the truth lies some where in between.
