First off, I am not Judy's voice in this, this is my heart. IF Max is going to require the care that is being stated, he needs to go back to Judy where she can care for him and yes, she will give him her all, I have seen her do it! With what the OP is stating about her health that would be the best.
At this point, from what I am reading the only thing to do is return the puppy per the contract. Every organization involved is going to advise Judy to go by the signed agreed contract.
