It is for
my bulldog Roxie. When she shakes her tail aka butt because her tail is like a corkscrew she is extremely happy/excited to see someone. This is what I mean...what applies to one or fifty dog does not apply to all dogs. In your experience dogs wagging tails/shaking butts may mean to approach with caution but in Roxie's case it means " I hope you're ready for me to give you kisses!"
