I do it the old fashioned way, I layer several layers of tulle, dial for a loose stitch on the machine, sew the length, pull one thread until it gathers to the length I want. Tie a knot so it stays that length. The dress/harness part, I leave the bottom open & slide the tutu in between the outer fabric & lining and stitch across. Its a big pain in the rear working with the tulle, but they just look so stinking cute in them! :-)
