I just saw something like that on TV!!! They had a hidden camera of people dumping garbage, and this guy dumped puppies!!! How horrible. Believe me, and what I'm going to say is NOT my belief, but I think people dump dogs and babies for that matter because they think they're going to get in trouble or have to pay if they drop the dogs at the shelter. They don't want to answer questions, so they just "throw" the problem away. That's just nuts!
