Maybe you could offer to buy her from them....you could always do something like leave a note on their door or in their mailbox saying "I see that your dog is tied outside and is often free to roam around the streets. Would you be interested in selling her?!?? Here is my ph. number......"
Or...maybe the OP could keep you informed. If she picks the pup up, perhaps she could give it to you.(After all, if she's running free and constantly getting loose, they are ASKING for someone to pick the dog up. They are lucky that it's not dead from being ran over or killed by another animal)...Or if she calls the Humane Society and they pick it up, maybe she could give you a heads up of where the dog i so you can go claim her if her owners don't do it.
It would be really nice to see the pupster go to a good home!!
