I would call Animal Control and file a complaint of a loose dog and tell them what you were told about a small dog without an undercoat for protection against the elements being left outside all alone, unsupervised, on a restraint to fend for itself when they are away from the home. Take pictures if you see her tied outside as tying a dog to a restraint is illegal in some states. You may be this dog's only real friend right now so how you present this to the authorities and document and f/u with it may be its only chance. This dog would be much better off with a true doglover who will treat the little thing with care and loving attention and spoil it silly 24/7.
