Hi and WELCOME to YT - so glad you found us! I have dealt with enviro allergies with 2 of my kiddos - pollens are just horrid here in Phoenix, and all year round here too.
First, stop the oatmeal shampoo - Vet Derms will actually tell you to avoid these oatmeal shampoos, despite the myth that they're supposed to help. Instead, try something like
this or
this (or both).
It sounds like your kiddo's allergies are only seasonal (not year round), is that correct? If so, then usually steroids or Temaril P works best. However, if that's not working you may want to try Atopica -- it requires about 6 weeks to ramp up the med, after which time its therapeutic effect can be more fully evaluated. During the ramp up, it's okay to continue the steroids for relief. If Atopica DOES work, then next year what you'd want to do is to ramp up a good 8 weeks before her itchy season begins. For my Marcel, I use Atopica all year round; I also did allergy testing on him and he gets a custom desensitization serum.
You may also want to switch to a food that is a bit less carb based and more protein based. Some dogs get itchy with corn and Royal Canin def contains corn. You could also ask your vet about giving Science Diet DD food, which can help skin issue dogs.
