If you cut out all the treats, chews, environmental and he's still like that.. It could be the food. What are you feeding him? I think there are chances where dogs develop allergies just like humans.
Sorry it's taken this long to respond, but I didn't get notification of these posts for some reason. Might just be me as I'm not tech friendly... but working at it
Regarding food, I changed his food a week ago to Blue Buffalo. He really likes it
