Her age has something to do with it, at that age she just does not want to be bothered by a spunky pup. I have four and when we brought my now 4 yr old home my second oldest ran form her like she had the plague or something. She avoided her at every turn going as far as hiding behind the couch or seeking refuge in the news paper bin at times. She would just look at me with utter disgust and sweet content. But now four years later they get along great.

This behavior to some point would be considered submissive. She is allowing the new pup to take on the pack leader role.
