I would let him go outside in his own yard to potty and play. You probably don't have a whole lot of diseased critters loitering about your own fenced back yard and dogs have got to relieve themselves and exercise. Keep him from puddles and sniffing the fence or puddle you saw another dog leave through the Cox fence and things like that, obviously, but he's got be able to get about in nature in your yard just a bit.
