Another idea I forgot about but learned from an episode of the Dog Whisperer, which I thought was a great idea, is to take the dog away from someone or something it really wants and walk it on a leash toward the object.
For example, you could stand on the sidewalk and a friend could carry your dog a little ways up the street and then put her down and let her walk back to you while you call her. If she likes to be at the house, you could carry her away from the house and have her walk back to it.
If there is a dog she likes to play with or a favorite toy, you could place the toy farther away and have her walk on the leash to get the toy or greet and play with the other dog.
