If you cut out all the treats, chews, environmental and he's still like that.. It could be the food. What are you feeding him? I think there are chances where dogs develop allergies just like humans.
I haven't been checking using a flea comb, but having said that, his hair is pretty thin and fair, so it has been easy to locate the little buggers.
The food that I have been feeding him is Iams for small dogs. Going out now to search for a better food with no corn, as I understand that Yorkies can have an allergy to this.
