HomeAgain doesn't have to be renewed every year. You just pay once & do not have to pay yearly unless you want the xtra services they offer. To find out what kind of chip Joel has, you can ask your vet to scan him. If he has a universal scanner, it will tell which chip Joel has & also read the #. If he only has a HomeAgain scanner & Joel doesn't have a HA chip, I think it will still register that he has a chip, but it cannot be read. I'm not 100% sure on this.
