Personally, I dont put any of my dogs any higher than 6 inches off the ground, unless I have at least one hand with a firm grasp on the pup. i LEARNED THE HARD WAY, YEARS AGO WHEN i FIRST GOT A PUPPY, THEY ARE JUST LIKE HUMAN BABIES....YOU never LET GO OF THEM WHILE THEY ARE LAYING ON ANYTHING OTHER THAN THE FLOOR...BEDS, COUNTERS, COUCHES, CHANGING TABLES, GROOMING TABLES, ETC. (Sorry my finger slipped and hit the all caps!) I NEVER let completely go of my dog when it is over 6 inches off the ground..... What you are risking by putting your dog on the counter, completely unrestrained, is eventually, tragiclly, going to cost you both dearly. It isnt a question of "IF", but just a matter of "HOW SOON".
