well, I'll take a stab at telling you how to put the harness on - I may be unsuccessful trying to explain it though. Just know that you are not alone. When Rowdy was a baby, my hubby and I tried to figure it out so long in Petsmart that he peed on the floor

and we never got it on. We finally bought one and figured it out at home.
There are 2 circles of mesh material that make up the harness, one that does not open up and one - a bigger circle that had a snap latch - which does open and close. Also, there is a little silver ring on the larger circle. That is for the leash and it goes in the center of the back, just down a little bit (toward the tail) from the shoulder blades. Unlatch the snap latch. Put the part of the harness with the silver ring over his head first and then put the smaller circle of the harness over his head - you may have to adjust that circle smaller (or larger, but usually smaller for our little babies). Then put his left leg between the larger circle (which is still unlatched, so not really a circle at this point) and the smaller circle which in now around his neck. Then take the end of the latch and bring it behind his other leg and snap it to the other end. Now you should have the smaller circle of the harness around the neck (it extends down on the chest in the front, rather than around the neck) and the larger circle should be around the chest. Always keep the silver ring for the leash in the middle of the back while you are putting the harness on, and you can't go wrong. You will probably have to adjust the part of the harness that goes around his chest smaller too.
These instructions are probably as clear as mud!
