How come the disposable boots are falling off? I wouldn't necessarily recommend them for a dog with arthritis though as they aren't going to keep her very warm. Have you tried a boot like this:
Pink Waterproof Winter Dog Booties They come in a size small enough to fit your little one. I have some other options as well.
