Default what would you do?

Genius Barney has learned to escape the playpen during the day while DH and I are at work. I stood behind the door one day and watched him. He does it as soon as we leave the living room. He climbs out using the little plastic bars on the side. He's been doing this for about a week now. SO FAR, we have not found any accidents in the house. He only has access to hard wood and tile. As soon as we get in, we let all of them out and he goes a lot. So it appears he's holding it in during the day. I'm not sure what to do with him. We are gone for about 7.5-8 hours depending upon the day. The other dogs stay in the pen just fine, but they are both older and seem to enjoy the nap. Do you think that letting him out is too much freedom for an 8, almost 9 month old? To me, he's still a puppy. Also, I think it's a little unfair to let him have free roam when Anna is in the play pen. Should I just give up and not even put him in the pen? He isn't even staying there for 5 minutes. Grrrr. One more purchase gone down the drain.
