Four months is still really young to be considered "trained". Continue to reinforce "potty outside" with the bells and don't make your pup wait. Is he on his own from 6 AM until you get home from work? That's a really long time!
You might try a little treat for potty when he does his duty outside, but no treat for just wanting to be outside.
