Definitely more about personality. Two terriers can sometimes be trouble together, especially of the same sex. Westies are great little dogs; but can be spitfires! I've met a good mix - some that are VERY terrier and can be somewhat mean or dog aggressive/selective, and others that are wonderful. But a Westie and especially a big Yorkie would be a good pair.
Jackson seems to like most Westies he meets.
