My vet does not "require" anything. The state of Texas requires rabies. Vets can only strongly suggest that a client do things for their pups.

Since you have such high regard for Cornell and seemed to indicate that they don't suggest HW preventatives, I figured maybe this might help you to understand the importance of protecting pups from this very real and horrible threat to their health and well being.
