Because I feel what can happen to a tiny can happen to a bigger one to just because Callie is 17 pounds doesn't mean its not unsafe for her to jump of furniture or that she was easily potty trained or doesn't have some of the same if not all of the same issues. I think there are things that need to be taken in to consideration for ALL small breeds no just ones under a certain weight.
