That being said, you really must report this incident. If not to animal control, then to the local police.

In some states, there's a "one free bite" rule. That is, a dog is permitted one time to attack another animal or person before the owners can be held responsible for anything. I don't know the laws in your state.

Once reported, then if this happens again to another animal or person, then the owners are responsible for all damages & costs. In my state (New Jersey), you can go after the owners even if there's no prior history of biting/aggression.

You may be preventing a future attack to your dog, another animal, or person by reporting this incident.

Owners must maintain control of their animals at all times.


BTW, I've had a couple of near incidents with Lucy. I was able to scoop her up when dogs came charging at her. I'd have no problem kicking the crap out of any animal that got a hold of her, however. I'd do the same if a dog attacked my children as well. Just me.
