I agree, the dog (actually the owners) need to be reported to Animal Control. This is an accident waiting to happen. This dog was NOT playing with yours....the intent was to seriously maim or kill if you ask me.
There is not much that will be done now since all is well; but once he gets a visit from Animal Control, the owner will be on notice to be more responsible and keep his dog from running off leash. |
