That is EXACTLY how my older dog is. He lived with 5 other yorkies before coming to live with me...and he only gets excited to see other dogs when they are yorkies. And so far...since I've had him, the only other person who can touch him outside of my household is my mother...and I think it's because she has yorkies too.
As far as people, I've had mixed responses. Most people have been friendly. I will say though...there is a lady down the road who has yorkies, and while she hasn't been rude, she hasn't been overly friendly either. I had envisioned yorkie play dates while my older male was the only yorkie of the house... I knew he was missing other yorkies...and she would just wave and walk on by though. So we just had to go get my little guy playmate of his own and now we are the happy house of 2 yorkies
