My town does have a leash law, I looked it up on the website.
unlawful for any person owning a dog to permit such dog at any time to be in or upon any public street or in or upon any public place or upon the lands of any person without the consent of the owner of such lands or to
permit such dog at any time to run at large in the town unless such dog shall be led by a leash in the hands of a person capable of leading and controlling such dog. Any such dog which shall be in violation of this subsection may be taken into custody and impounded and thereafter redeemed or destroyed
It sounds like it's allowed to be without a leash on the owner's property, but I'm not sure what the sentence in bold means.
