If he prefers to go outside, rain or shine, you might have to just buck it up and take him out! If you have a covered area or use an umbrella to protect him from the rain. There are raincoats but most don't like them because they are really stiff and uncomfortable.
I agree that is isn't good to try and hold it for so long as he might begin to get UTI's!
