He obviously has a preference for outdoor pottying.
Does he have free reign in the house while you're gone? Or at least access to the door that you let him out of to go potty outside? If so, I would just put a potty pad right by the door, so that if you are gone from home & he really needs to go, he'd go there.
Some dogs just don't like to soil their home.
