Reposting because I think it's in the wrong section.

Ok, so I don't know if I should be complaining or not but...

Reign will not go "pee-pee" or "potty" on his pads. This has been going on for a couple of months and I don't know whether I should give up and accept it.

He does not pee or poo inside the house. He ONLY wants to go outside. Which is good, but if it's raining or late he will hold it instead of using his pads! This is crazy, like I'm trying to bribe him with treats to make him go. He's looking at me like, you know what to do, take me outside.

I guess if I left him and he HAD to go he would go on the pad. I don't know... anyone else have this issue or suggestions?

Maybe it's not a big deal
