Close, but... even USA ships fishing ocean fish for the pet food trade have to treat the fish with Ethoxyquin while on board.

Fish in native US waters may be okay, as freshwater river fish, as they are processed on land. So it depends on the type of fish used in the pet food. I still have doubts though.

Seems fish meal has the potential to ignite, and has caused a few ships to sink.
