In puppies, it can be excited urination - which is not the same as submissive urination, and they usually grow out of it...they get all happy to see you return and pee. With puppies this usually doesn't happen (when it's excited urination) unless they had to go prior to seeing you anyway, and just hadn't done it yet. Since you said this only happens every week and a half or so, I'm thinking this is probably excited urination because his bladder was full and he spaced going beforehand.

He will pee when I leave the room. And its usually a good amount. His normal amount. And I really think it's like you said. I think he had a full bladder and just spaced out and thought oh I have to go right now. He never has an accident in front of me. I guess I shouldn't really complain since it doesn't happen very often.

He ALWAYS poops on his pads too. He hasn't had a poop accident for a couple months. Even if I leave the room (I've actually watched him) he will stop whatever it is he's doing at go straight to the pad.
